Abstract

These recommended practices apply to outdoor CNG facilities that typically receive pipeline-quality natural gas from a utility or non-utility distribution system, remove moisture from the gas, compress the gas to several thousand pounds per square inch (psi), store limited quantities of compressed gas, and dispense the CNG into vehicle fuel cylinders. The scope of this document includes the following: • time-fill and fast-fill fueling methods; • commercial fleet fueling facilities (which may be open to the public as well); • retail fueling facilities; • fueling appliances intended to fuel a small fleet of vehicles. Many other types of gaseous fuels and gaseous fueling facilities are not included in the scope of this document. These recommended practices do NOT apply to the following: • liquefied natural gas (LNG) fueling facilities; • liquefied/compressed natural gas (L/CNG) fueling facilities where LNG is processed into CNG and then dispensed into vehicles; • propane (also known as liquefied petroleum gas (LPG)) fueling facilities; • CNG facilities that include below-grade storage vessels in vaults; • bulk fueling depots where large quantities of CNG are transferred to ships, trains or mobile trailers; • fueling facilities where natural gas is supplied by mobile trailers rather than a permanently installed distribution system; • vehicles equipped with storage tanks, a compressor and a dispensing system designed as self-contained, mobile fueling facilities for CNG vehicles; • trailer-mounted CNG fueling systems intended to provide temporary fueling services; • facilities designed to fill portable CNG tanks; • garages or other buildings where maintenance work is performed on CNG vehicles; • home refueling appliances intended to fuel personal vehicles at a private residence. This document provides generalized design and installation considerations, as well as guidelines for proper operation and maintenance of CNG fueling facilities. This document is not a “how-to” manual. Facility owners should rely on the following: • qualified and experienced engineers to provide site-specific design specifications; • reputable equipment manufacturers, packagers and distributors to provide quality equipment together with operation and maintenance instructions; • knowledgeable and experienced contractors to build CNG fueling facilities; • knowledgeable and experienced maintenance personnel to perform maintenance and repair tasks. These recommended practices are not intended to provide interpretation of regulatory requirements related to CNG storage systems or CNG vehicle fueling facilities. Purpose. The primary purpose of these recommended practices is to provide a basic reference for installers and service technicians to promote the safe and reliable construction, operation and maintenance of CNG fueling systems. This document should also be useful to fleet operators and business owners who are considering using CNG for vehicle fueling and want to learn both how these facilities work and what factors need to be considered before investing in such a facility. Code enforcement personnel who are charged with permitting and inspecting CNG fueling facilities may also find this document useful in reaching a better understanding of code requirements. This document provides basic background information regarding CNG fueling systems. By themselves, these recommended practices will NOT provide all of the information required to successfully design, build, service or inspect a CNG fueling system. These recommended practices present basic information that should allow the careful reader to understand: • the hazards presented by natural gas and CNG; • the terminology used to describe CNG fueling systems; • the various types of CNG fueling systems; • the concepts involved in planning and designing CNG fueling systems; • the basic construction techniques used to build CNG fueling systems; • the basic steps required to properly operate and maintain CNG fueling systems. This document is not intended to endorse or recommend particular materials, equipment, suppliers or manufacturers.
