This document provides a technical reference that can be used to support decision making on the decommissioning of submarine pipeline systems. This document aims to clarify the following: (a) The factors that should be considered to arrive at a decision on the minimum requirements for the safe and responsible decommissioning of a submarine pipeline system, which include — (i) technical feasibility; (ii) health and safety; (iii) environmental impact; (iv) cultural and spiritual heritage; (v) societal considerations; and (vi) cost. (b) The processes that may be used to determine the most appropriate decommissioning approach for a subsea pipeline system. (c) That decommissioning should be conducted in a manner that ensures risks are as low as reasonably practicable (ALARP). This document is not intended to be prescriptive. This document considers decommissioning to be activities associated with taking a submarine pipeline system permanently out of service in a safe and environmentally responsible manner at the end of its useful life. A decommissioned submarine pipeline system is not intended to be returned to operation. This document applies to assets within the boundary limits defined in AS 2885.4. Included are — (i) rigid pipelines; (ii) rigid risers; (iii) pipeline fittings (e.g. bends, flanges, tees, wyes); and (iv) associated items (e.g. secondary stabilization system, external impact protection system, cathodic protection system). While not covered under AS 2885.4, in some cases flexible pipelines, umbilicals, and cables could be included given that in many cases they can be treated as similar to submarine pipelines in the context of decommissioning. Other items attached to the pipeline may also be included, including small structures such as valve stations, pipeline end terminations (PLETs), and pipeline end manifolds (PLEMs).
