This document sets out requirements and recommendations for the safe storage and handling of — (a) toxic substances that are classified as Division 6.1 in the ADG Code; or (b) other dangerous goods that are assigned a Class 6.1 subsidiary hazard by the ADG Code under another relevant Standard or applicable regulation. NOTE 1 Appendix A outlines hazards presented by toxic substances. This document applies to the storage and handling in industrial, commercial, and rural locations, and in laboratories. In laboratories, where the requirements of this document and AS 2243.2 differ, this document takes precedence. This document does not apply to — (i) the transport on land of toxic substances; (ii) storage and handling in port areas which is covered by AS 3846; and (iii) toxic materials that do not meet the criteria for Division 6.1 Dangerous Goods. NOTE 2 Examples include materials where toxicity may be non-lethal or may only arise from prolonged or long-term exposure to the chemicals. If these effects may arise from extended exposures at a low level consistent with a highly toxic material, the provisions of this document may provide effective systems for workplace controls. NOTE 3 The following are examples of long-term health hazards: (a) Carcinogens. (b) Mutagens. (c) Reproductive health hazards, including foetal development and fertility effects. For some carcinogens, mutagens and reproductive hazards there may be no safe dose. Work practices should be developed to ensure that exposure (by relevant routes, where known) is as low as reasonably practicable. (d) Sensitizers — Chemicals that induce serious allergic reactions in exposed persons not previously susceptible to allergic reaction. (e) Chronic organ damage — non-lethal effects on organ systems, such as the liver and kidneys, or the central nervous system.
